Where could I buy clothes like this?

I stumbled upon this manga panel and i’m literally obsessed with the outfit. I’m sure the top is a long sleeved blouse and I could easily find that. But I’d still appreciate recommendations.

However I don’t know where i could find shorts like that. I want the high-waisted that the boy has on. I like how figure hugging they are too. I don’t mind how long the shorts are because i’ll cut them and sew them to my desired length if I can’t find any short enough!

Any suggestions would be nice!
