If I’m not mistaken, some guardians don’t need to have a turf with the same for the guardian of children. She is a few agent type of guardian similar to how Tyris was when she was young, traveling mogar as the guardian of life and helping everyone. It wasn’t until the other guardians came and decided they could make decisions for their own turf that she stop traveling around. I’m sure that there might be other guardians who can travel without stepping on the main guardians toes because their interest aligns or don’t clash at least. Like, how would a guardian of children clash with a guardian of might or discovery

So he has had more chances to be a guardian but he rejected Mogar’s call. The thing is, if he becomes a guardian now, the book would probably end because a lot of stuff would be easy for him to solve. I think he might need to solve his problems with Orp and gain guardianship like that, but more likely the final battle might be the master because the whole point of guardianship (I believe) is to take mogar’s call and share her believes and intention, and maybe him killing the master will allow him to see that destruction isn’t always done on your own terms and you have to destroy even those you love and respect if it is for the greater good (or something like that). It would be similar to Scarlett who realized that to be the guardian of children, she can’t save everyone and even those she loves, but is willing to do right by them even in death
