Contractor is out of control. Not following the drawing and code requirements. Call the building inspector and have him issue work stop order.

As noted in the comment I made below, the building inspector is mostly OK with how this is going. He suggested I hire a structural engineer to help me feel comfortable with the framing solution, which I will do. He also said that we do need to be careful who we hire in the future. Most of this is "up to code" in my community, and it's really up to me and the contractor to work it out. I think a challenge is that most of the work in our community is done by firms that appear to do great work so code issues are probably rare for this inspector. I have learned the hard way to be more careful who I hire. A 35 year track record doesn't mean things are going well now...

I’m confused on a few points

The concrete wall was about a week old. It was just poured off center from the wall above it by accident. The insulation below the slab and along the walls was missed, but is in the contract. In discussion with the inspector, he is unclear on the code regarding foundation insulation but is researching this. I have helped by sending the code document from our state. Currently, the contractor and I are discussing a $1500 discount on the project or redoing the slab with insulation. I chose the latter as this was clearly better for us so will see if that happens.

Thank you for all of your feedback. It’s sort of depressing since it took two years to get to this point to have a setback like this. I was really hoping to have a concrete wall under the studs. If it does pass inspection, any advice on how to air seal this and make the siding look ok? The contract we signed is only up to the sheathing stage.
