Rocket is a really good havok counter, but he has to be awakened. Since usually in bg people run willpower or that 1hp/sec one, rocket can armor break, which then heal blocks, and his awakened drains power when they fail to heal, which counters havok. Just heavy at 10 scrap, and boom, countered.
